The President of the Energy Regulatory Office has announced the schedule for auctions under the RES investment support scheme for 2023. The market regulator has planned auction sessions in particular baskets from 13 to 22 November 2023. The auctions will most likely cover around 88 TWh of electricity, with an estimated maximum value of around PLN 41 billion.
The obligations imposed on individual EU Member States to achieve an appropriate share of energy from RES in total energy consumption by 2030 and the need to further promote electricity generation from renewable energy sources have led to the creation and maintenance of support systems for entities planning to invest in RES installations. The auction system operating in Poland, based on the so- called contracts for differences, is one of the forms of state aid approved by the European Commission.
Under the support system, RES auctions are divided into so-called baskets based on the technology used to generate electricity, within which there are also so-called sub-baskets for existing installations and for new installations that will start generating electricity after the auction closing date. In addition, auctions of specific sub-baskets below 1 MW and above 1 MW are held separately.
In order to participate in the auction, a producer needs to obtain a certificate of admission to the auction in the first instance and then submit a bid using the dedicated online auction platform by the close of the auction session.
The President of the ERO has decided to organise a total of 7 auctions in 2023. The most popular of the auctions, for onshore wind and photovoltaic installations (both with a capacity of not more than 1 MW and more than 1 MW) were scheduled for 21 and 22 November 2023.
In 2022, due to the significant increase in the market price of electricity, the auctions did not attract much interest. Only 3 of the 7 auctions held were successful and only around 25% of the planned volume of electricity was contracted.
